The flood floor

Why street level, and why councils

AnBanjir's shape traces to a December that proved the warning gap in lives and ringgit, a hazard science already paid for but not operated, a response agency built to coordinate rather than own — and an accountability map that ends at the council office.

What the record actually says

One expensive December, five deaths under an overpass, a young agency with a doctrine of non-ownership, a paid-for science without an operator — and the buyer who already faces the water.

~100k

December 2021 moved a hundred thousand people on warnings that arrived too coarse to act on

The megaraia that flooded Shah Alam, Klang and Petaling Jaya was forecast as rain — at state scale, days out. Residents got 'heavy rain warning' where they needed 'your underpass, this evening, upstairs now.' The gap between the science and the last kilometre is where the money, and the lives, were lost.

The deaths that changed the conversation were under an overpass, not in a river

Five people drowned in a van beneath a flooded expressway underpass — a street-state event no national warning service describes, because it isn't weather; it's a road, a drain and eleven minutes. Flash-flood hazard exists at exactly the resolution where councils operate and federal science stops.

The response architecture is deliberately young — and deliberately not a data owner

NADMA was created to end the coordination mess — which tells you integration-through-committees had failed a decade of monsoons. Its doctrine is coordination without data ownership. A product that gives each council its own operating truth, and sells overlays as separate licences, is the only shape that survives both that history and the fiefdoms around it.

FFHM

Malaysia already paid for the hazard science — it just has no operator at street level

The Flash Flood Hazard Model is real, national, and updated — and largely a planning PDF for engineers. It says which depressions are dangerous; it cannot say whether tonight's cell is in one, or what the waterline on this kerb means. The gap AnBanjir sells into is operation, not science.

Radar

Nowcasting capability exists in public hands — the missing piece is local fusion

Every input a street-level nowcast needs — radar frames, public alert standards, gauge data where it exists — is a rights-cleared public good. Fusing those layers with a council's own history and its residents' verified sightings is private-sector operating work, and it integrates downstream exactly as the doctrine requires.

PBT

The money and the blame both land at the council — which is where the contract must too

Drains, roads, shelters and the town-hall inbox are the local authority's; the MP who faces the flooded longhouse at the next election is the state's. AnBanjir signs with the PBT (state overlay separately, per doctrine) because that is the altitude where a flood product is either used daily or photographed for a press release.

So AnBanjir is built this way

from: the fiefdom doctrine

One council, one instance, one tender

Each PBT buys its own AnBanjir: its thresholds, its brand licence, its vault. Neighbouring councils share nothing — and every one of them can say, in its own press conference, that the system is theirs.

from: AnKampung's gatehouse

Offline is not a fallback; it's the centre

Towers fail in floods — that's an empirical finding, not an edge case. The state engine mutates locally and reconciles legally, so the console's truth never depends on the thing the water just damaged.

from: Dec 2021's ignored warnings

The bell is a public trust account

Every false alarm spends credibility residents were never given back by the sirens they grew up with. Corroboration gates and published confidence exist to keep the one alert that matters moving people.

from: street-state findings

Route state, not recommendations

The product publishes authoritative street states the council itself declares; navigation of consequences is left to the responders' playbooks. Vendor apps don't order buses — councils do.

from: aggregate doctrine

Crowd reports carry proof or zero weight

Waterline photos resolve against telemetry and neighbours before touching the map; reporters hold pseudonymous confidence histories (AnVerified rails). Neither panic nor profiling is allowed to move a public alert.

from: NADMA's coordination-not-ownership mandate

Overlays aggregate at the edge, never join

A state or federal view is a separate licence of chosen public disclosures — sums the council agrees to publish. There is no schema path from one instance's waterlines to any other authority's query.

Why here, why now

The Malaysian numbers

RM2B+
December 2021's damage estimate for the economy

The cost of the warning gap is not hypothetical; it's a figure BNM and the insurance sector published, and monsoon seasons since have re-run the experiment.

100k+
evacuees in days, on warnings too coarse to leave home early

Mass evacuation is the expensive failure that street-level nowcasting prevents — every displaced family a line item the council budgets after, instead of before.

National
flash-flood hazard coverage that nothing operates in real time

FFHM maps every risky depression in the peninsula. The daily operation layer — tonight's cell on tonight's street — is the unbuilt half of a paid-for science.

70+
local authorities, each a sovereign buyer

City, municipal and district councils across Malaysia sign their own contracts, answer their own floods, and can each own the system outright — the doctrine's sales surface, monsoon after monsoon.

One evening, honestly described

A cell builds forty kilometres up the catchment at four. The nowcast says the PJS 8 underpass has an eleven-minute window at five. The council declares the street state; the bell rings three roads, not three million phones; Bus 4 reroutes before its drivers are out of the depot; the shelter sees the incoming count while the tower is still up — and keeps counting after it isn’t. Next Saturday, the resident who photographed the waterline reads the map her own kerb helped draw. Nothing crossed to the next district. Nobody’s data left the council’s hands.
